Arne Olson leads E3’s planning practice helping clients navigate changes to bulk electric system operations and investment needs brought about by higher levels of clean and renewable energy production. He has led a number of landmark studies of the feasibility and cost of achieving deep decarbonization and high renewable penetration goals for electric utilities, including studies of 100% renewable and net zero energy systems in New England, California, the Pacific Northwest, Hawai‘i, and Atlantic Canada. His work in electricity market design is helping modernize markets in critical areas such as resource adequacy, ancillary services, and environmental attributes. Other areas of focus include retail rate design, distributed energy resources, and electricity – natural gas coordination.

Arne has over 30 years of experience in the energy industry. He is a frequent speaker at energy industry conferences and has provided expert witness testimony in over a dozen jurisdictions. His clients include utilities, asset owners, market operators, government agencies and environmental organizations. Prior to joining E3 in 2002, he served for six years in the Energy Policy Division of the Washington State Energy Office and its successor agencies.

Michael Quiroz is a Senior Regulatory & Data Analyst at Ava Community Energy working at the intersection of electricity regulation, wholesale power procurement, rate design, and data analysis. His work focuses on evaluating regulatory and market developments and advancing policy positions that support effective and equitable energy procurement and rate structures.

Before joining Ava, Michael was an Energy, Sustainability, and Infrastructure Consultant at Guidehouse, supporting projects spanning predictive power systems modeling, supply chain analysis, cost-of-service studies, and technology adoption forecasting.

Michael holds a B.S. in Environmental Economics & Policy from UC Berkeley, with minors in Data Science and Energy & Resources. He is pursuing an M.S. in Energy Systems Management and an MBA at the University of San Francisco, where he also conducts research on the energy transition with Dr. Jalel Sager. 

Pam Sporborg is the Senior Director of Transmission and Market Strategy at Portland General Electric. Pam is responsible the Extended Day Ahead Market implementation, and oversees PGE’s federal regulatory engagement on wholesale markets, resource adequacy, transmission, and interconnection policy. Pam is an experienced regional leader, including Co-Chairing the Pathways Initiative, participating in the CAISO’s Governance Review Committee, and Chairing the WEIM Nominating Committee and the WEIM Regional Issues Forum.

Prior to her work at PGE, Pam was an Analyst in the Office of Energy Policy and Innovation at the Federal Energy Regulatory Commission in Washington, DC. She was also a Presidential Management Fellow at Lawrence Berkeley National Lab and the Demand Response Team Lead at the Bonneville Power Administration.

Pam lives in Portland, Oregon with her husband, Jeff, daughter, Adele, and a flock of chickens. Pam earned her bachelor’s degree from Cornell University and a Master’s in Public Administration from the Mark Hatfield School of Government at Portland State University.

Alice Reynolds was appointed by California Governor Gavin Newsom to the ISO Board of Governors on February 18, 2026, effective March 9, 2026.

Prior to her appointment to the ISO Board of Governors, Ms. Reynolds served as the President of the California Public Utilities Commission. She was appointed as President by Governor Newsom on Nov. 22, 2021, and was confirmed by the State Senate on August 17, 2022.

Ms. Reynolds previously served for three years as Governor Newsom’s senior advisor for energy. From 2011 to January 2019, she served in the administration of Governor Edmund G. Brown Jr., most recently as the Governor’s senior advisor for climate, energy, and the environment, and she previously as chief counsel and deputy secretary for law enforcement at the California Environmental Protection Agency (CalEPA). During her time at CalEPA, she coordinated statewide multi-agency environmental enforcement actions and led the creation of the agency’s environmental justice task force and refinery safety task force.

Ms. Reynolds began her public service career in 2002, serving approximately 10 years as a deputy attorney general in the California Attorney General’s Office, where she litigated cases involving protection of public trust lands, coastal resources and public access, and other environmental issues. Prior to entering public service, President Reynolds was a lawyer in private practice in San Francisco.

Ms. Reynolds holds a bachelor’s degree from Stanford University and a juris doctor degree from Santa Clara University School of Law where she graduated magna cum laude.

Jessyca Sheehan has extensive experience partnering with state, national and global organizations on high-profile, strategic communication and public affairs campaigns. As the lead for Lucas Public Affairs' work in energy and climate, she brings a depth of experience in corporate communications, strategy and message development, issues management and crisis communications to the firm's clients spanning water, energy, technology, transportation and more.

Jessyca provides strategic guidance to LPA clients, managing statewide public affairs campaigns and corporate initiatives. She is also a sought-after speaker, leading public speaking and message training seminars for Fortune 500 companies, nonprofit organizations and senior executives, and serves as a valued member of the firm's executive team.

Before joining LPA, Jessyca served as vice president of a Bay Area-based public affairs agency and as a director in APCO Worldwide's Sacramento office, where she led the firm's North America Energy and Clean Tech practice. She also held roles with the California Chamber of Commerce and a statewide nonprofit organization. Jessyca holds a Bachelor of Arts in English and French from the University of California, Los Angeles.

Jeff St. John is chief reporter and policy specialist at Canary Media. He covers the intersection of technological, economic, and regulatory issues influencing the global transition to low-carbon energy in the electricity, transportation, and building sectors. His areas of expertise include innovative grid technologies, rooftop solar and batteries, clean hydrogen, electric vehicles, EV charging, and broader decarbonization policy.

He is the former managing editor and senior grid-edge editor of Greentech Media, and he previously reported for The Fresno Bee, the Tri-City Herald, and the Anchorage Daily News. He lives in Alameda, California, with his wife Tara Donoghue and his dog Lily, and enjoys hiking, baking bread, and playing guitar with his nieces and nephews.

He earned a master’s degree from the UC Berkeley Graduate School of Journalism in 2001.

Scott Murtishaw serves as Executive Director of the CESA, guiding the organization through its structural reforms to better serve its members and advance energy storage in California. He brings more than a decade of policy and regulatory expertise from leadership roles at the Independent Energy Producers Association (IEPA) and the California Solar & Storage Association (CALSSA), as well as his prior experience as Energy Advisor to the President of the California Public Utilities Commission (CPUC).

At IEPA, Scott directed policy development and advocacy on issues including resource adequacy, integrated resource planning, and wholesale market rules. At CALSSA, he led campaigns and served as a key spokesperson on net energy metering, customer storage, and utility rates. His tenure at the CPUC included shaping statewide policies on distributed energy resources and rate design.

With this blend of regulatory and trade association leadership, Scott now leads CESA alongside Policy Director Karolina Maslanka, supported by CESA staff and consultants, to build on CESA’s legacy of policy leadership in energy storage.

As Policy Director at CESA, Karolina leads the organization’s advocacy strategy, overseeing member working groups and driving policy initiatives at state energy agencies, CAISO, FERC, and the Legislature. 

Karolina brings extensive regulatory experience from her tenure at the California Public Utilities Commission (CPUC). As a Senior Analyst, she played a key role in developing and implementing the Integrated Resource Planning program. As Energy Advisor to CPUC President Alice Reynolds, she provided strategic guidance on long-term resource planning and procurement, transmission policy, and permitting.

Her background also includes legislative work in California, federal environmental strategy with the White House Council on Environmental Quality, advocacy as an NRDC fellow, and service as a Peace Corps Volunteer in Panama. Karolina holds a Master of Public Policy from UC Berkeley’s Goldman School.

Cara Martinson is a member of the Capitol Advocacy team, specializing in clean energy, climate, and local government issues. With over two decades of experience in lobbying and government affairs, she represents clean energy trade associations and advises developers on complex legislative and regulatory matters.

Prior to joining Capitol Advocacy following its merger with Public House Consulting, which she founded in 2022, Cara was Senior Director of Regulatory and Political Affairs for a Fortune 200 renewable energy company, managing its policy portfolio across ten western states. She previously spent 13 years with the California State Association of Counties (CSAC), advocating for local governments at the State Capitol on a wide range of policy issues.

Anne ("Annie") is one of California's leading siting and permitting lawyers of utility-scale renewable energy projects. She has been involved in the development of thousands of megawatts of renewable energy in California, guiding numerous major energy plants through CEQA/NEPA compliance and helping to secure the local, state, and federal permits necessary to construct and operate the projects. She also supported the multi-billion dollar commercial financing of many of these projects as local permitting counsel.  

Annie has been recognized as one of California’s top lawyers in her field.  Her clients include California’s leading solar, storage and wind energy developers in California.   The California Wind Energy Association looks to her for advice on siting as does the  Large-Scale Solar Association.  She worked behind the scenes to help enact AB 205  (CEC Opt-in Program) and AB 1156 (Farm to Solar Bill).    Annie also co-chairs her firm’s Renewable Energy Team, helping to mentor a talented team of professionals dedicated to providing permitting, real estate, environmental, labor and state and local tax advice to California’s renewable energy developers.   She is a graduate of Stanford University and Berkeley Law School.

Julia Poska is a Communications Manager at Clearway Energy Group, where she builds and implements localized communications strategies to support solar, storage and wind development across the United States. She works in close collaboration with development, external affairs and field-based team members from coast-to-coast to build trust with local stakeholders, strengthen project reputation, and communicate the benefits of energy infrastructure investments for community members and decisionmakers across digital, earned and "real life" channels.

Prior to joining Clearway in 2025, Julia spent four years at Lightsource bp supporting corporate marketing and communications for the United States. She holds degrees in Journalism and Environmental Studies from the University of Iowa and currently resides in San Francisco. 

Miranda Ehrlich brings nearly a decade of clean energy campaign experience to her role as Senior Director of Campaigns at Greenlight America, the nation's leading grassroots mobilization force for clean energy permitting. As a founding team member, she spent the past three years building the organization's national campaign program from the ground up, and now leads a team of 20 campaigners. Working with local partners, Greenlight mobilizes residents before the county commissions, planning boards, and state agencies that decide whether solar, wind, and battery storage projects get built. Since its launch in 2023, the organization has turned out thousands of supporters to advance over 25 gigawatts of clean power nationwide.

Miranda spent seven years at the Sierra Club, beginning as a Beyond Coal organizer campaigning to retire coal plants. She went on to serve as National Field Coordinator and then Federal Field Director, leading the field organizing program for the passage of the Inflation Reduction Act. She holds a Master's degree in Public Affairs from the University of Wisconsin–Madison.

Danielle Osborn Mills has twenty years of experience working on complex energy and environmental challenges in California and the West. As Director for Infrastructure Policy Development for the California ISO, Danielle leads policy initiatives regarding interconnection, transmission planning, and large loads.  She and her team work to ensure that the ISO’s innovations align with state, regional, and federal policies and processes.

Prior to her work with the California ISO, Danielle managed political and regulatory affairs for the west for Pattern Energy Group, and served as the California Director of American Clean Power. In both roles, she worked with global leaders in renewable energy to develop clean energy infrastructure and generation. Danielle also served as Senior Policy Advisor to the Large-scale Solar Association and the Senior Nuclear Policy Advisor at the California Energy Commission. Danielle holds a B.S. in Natural Resources from the University of Michigan and a M.P.A. from the University of Washington.

Maren Wenzel is the Director of Regulatory Policy and Planning at Silicon Valley Clean Energy (SVCE). At SVCE Maren oversees the regulatory team and personally focuses on issues impacting power supply, including Integrated Resource Planning and Large Load policies. As part of her role, she also oversees the organization’s long-term planning efforts, including load forecasting and portfolio resource forecasting.

Maren has worked on decarbonization and resource planning efforts for utilities across the US for over a decade. She holds a B.A. in International Relations from Mills College and an M.A. in International Affairs, with a focus on Energy, Resources and the Environment, from Johns Hopkins School of Advanced International Studies.
