Behind-the-meter (BTM) energy storage as a distributed energy resource (DER) supports customer choice and a resilient, decentralized grid. The DER Working Group provides updates on all things touching DERs, with a focus on programs and policies that impact BTM resources. Key areas covered include updates and advocacy on the Self-Generation Incentive Program (SGIP), demand response (DR) programs and solicitations, DER tariffs, Rule 21 interconnection, permitting guidebook, and multiple-use applications.
How this Working Group is making an impact:
Successfully advocated via CESA’s Motion that led to a tentative proposal to transfer $108.5M in funds to support projects getting off the SGIP Equity waiting list, ensuring that energy storage will help our most vulnerable communities get the backup power and other storage-related benefits they need.
Successfully advocated for program requirements and administrative improvements in the SGIP which led to more projects being approved.
Advanced the role of virtual power plants (VPPs) through reforms to the Demand Response Auction Mechanism (DRAM) and RA rules and requirements.
