Governor Newsom Signs SB 283: Advancing Battery Energy Storage System (BESS) Safety in California

CESA is pleased to share that Governor Gavin Newsom has officially signed Senate Bill 283, authored by Senator John Laird. This important legislation supports the continued safe deployment of battery energy storage systems (BESS) across California by integrating local fire authorities more fully into the planning and safety oversight of BESS facilities and directs consideration of updates to state fire safety codes.
 
As energy storage becomes an increasingly vital part of California’s grid, SB 283 strengthens community protections and operational safety by:
  • Requiring BESS developers to consult with local fire authorities during the application phase.
  • Mandating inspections by local fire departments before new BESS facilities commence operation.
  • Directing the Office of the State Fire Marshal to review and consider updates to the Fire Code in relation to the placement of BESS facilities.
