The ISO has scheduled a stakeholder call on March 8, 2017 to discuss straw proposal for the Stepped Constraint Parameters initiative, which is available at http://www.caiso.com/
After further analysis, the ISO has revised the scope of this initiative. The scope still addresses the power balance constraint pricing parameter and transmission constraint relaxation parameter; however, shift factor effectiveness, energy bid floor lowering and energy imbalance market resources sufficiency evaluation have been removed. The scope also now includes compliance with the Federal Energy Regulatory Commission (FERC) Order 831 regarding incremental energy offer caps in ISO and RTO markets.
