Regional Integration CA GHG Compliance Meeting

The ISO has scheduled a stakeholder meeting at its headquarters in Folsom, California on December 1, 2016to discuss the straw proposal for the Regional Integration California Greenhouse Gas Compliance initiative.  The proposal will be available November 17 on the initiative webpage at


This initiative explores mechanisms to track compliance obligations with California greenhouse gas regulations for supply resources located outside of California in an expanded balancing authority area.  This initiative will also examine similar mechanisms for the Energy Imbalance Market (EIM) participating resource scheduling coordinators.  These topics will be addressed in the November 17 straw proposal. 


The California Air Resources Board (ARB) currently has a rulemaking process to amend its greenhouse gas regulations for emissions associated with EIM transfers considered electricity imports into California.  The ISO is working in collaboration with ARB and stakeholders to address the proposed amendments to ARB regulations.
