Janice Lin, Co-Founder and Executive Director
Janice Lin is CESA's Co Founder and Executive Director and also serves as Managing Partner of Strategen Consulting. She brings more than two decades of experience in clean energy strategy, market development, and corporate strategy to Strategen. During this time she has advised a diverse range of clients including renewable energy equipment manufacturers and service providers, large corporations diversifying into clean energy, and real estate developers building sustainable communities.
In 2014 Janice co-founded the Global Energy Storage Alliance (GESA), an international non-profit organization, and currently serves on the Board of Directors and as Chair of the Executive Committee. Prior to that Janice co-founded the California Energy Storage Alliance (CESA) in 2009, and currently serves on the Board of Advisors for the Energy Policy Initiatives Center (EPIC) and the Energy Storage Committee of Joint Venture Silicon Valley. Janice is also a Member of the Advisory Council of the German American Chamber of Commerce, the UCSD Strategic Energy Initiatives Advisory Council, and Chair of the annual Energy Storage North America (ESNA) conference.
Prior to founding Strategen in 2005, Janice held several senior management positions with PowerLight Corporation (now SunPower Corporation), including Vice President of Product Strategy and Vice President of Business Development. During her tenure at PowerLight, Janice led initiatives in product and new market strategies, business development, regulatory affairs, strategic partnerships, investor relations, and customer finance.
Janice holds an MBA from the Stanford Graduate School of Business, a BS from the Wharton School, University of Pennsylvania, and a BA in International Relations from the University of Pennsylvania’s College of Arts and Sciences. She is the winner of ESA's 2013 Phil Symons Energy Storage Award, and NAATBATT’s 2014 Market Development Award.
Don Liddell, Co-Founder and General Counsel
Don Liddell is CESA’s General Counsel and a principal of Douglass & Liddell. Don provides legal and government affairs support for CESA's regulatory and legislative advocacy in all forums. In addition to representing CESA, he is in private practice as an attorney focused exclusively on energy law. Don was Assistant General Counsel of Sempra Energy, where he was dedicated to all aspects of its unregulated companies, including power contracting and power plant development, interconnection and transmission, wholesale and retail power marketing, and energy services. He co-founded CESA with Janice Lin in 2009.
Don has over 30 years of experience in the private and government sectors of the energy industry. Prior to joining with Dan Douglass to form Douglass & Liddell, Don was Assistant General Counsel for Sempra Energy. He also served on the Board of Directors of the Independent Energy Producers Association from 1990 to 1997, including a term as Chairman. As an Adjunct Professor, he helped create and taught a course in Energy Law and Policy at the University of San Diego's School of Law. Prior to joining Sempra's predecessor companies in 1982, he was counsel to the United States Department of Energy's San Francisco Operations Office.
Don holds an LL.M from the London School of Economics, a J.D. from the University of California Hastings College of the Law, and a B.A. with honors from San Diego State University.
Alex Morris, Director of Policy and Regulatory Affairs
Alex Morris is CESA's Director of Policy and Regulatory Affairs. In this role, Alex promotes CESA interests through education and advocacy, ensuring energy storage solutions can support grid reliability and clean energy efforts. Alex directs CESA's engagement in an array of California and Federal agencies, workgroups, and associations.
Alex brings a broad spectrum of energy industry, regulatory, and policy expertise to CESA. Alex has nearly 10 years of strategic consulting practice at both Pacific Gas & Electric (PG&E) and at Southern California Edison (SCE), focusing on cutting-edge topics such as AB 2514 Storage Legislation, Electric Market Design, Renewables Integration, FERC Policy, Smartgrid, Electric Transportation and Plug-in Vehicles, Rate Design, and the California Solar Initiative, and more. Alex began his work on energy storage by leading SCE's Tehachapi Storage Project in 2009, a federally funded R&D pilot for wind-energy storage and integration. Most recently, Alex oversaw market affairs and relations for PG&E.
Alex has an M.B.A. from U.C. Davis and a B.A. from UCLA in Environmental Studies. Alex also serves as the California State Director for a non-profit paddle-sports and water-way stewardship non-profit, the American Canoe Association.
Jin Noh, Policy Manager
Jin Noh is CESA's Policy Manager and provides policy and regulatory analysis for CESA at various proceedings and initiatives at the CAISO, CPUC, and CEC. Jin also leads CESA's member engagement efforts.
Prior to CESA, Jin worked for four years as a Research Analyst at SRI International working on a range of science, technology, and innovation consulting projects for public and private sector clients, such as the New York State Energy & Research Development Authority (NYSERDA). Jin has also conducted graduate research for various energy sector clients, such as Sfuncube, Sonoma Clean Power, and the Department of Energy.
Jin received a B.A. in Public Policy Studies and Economics from Duke University and a M.P.P. from the University of California, Berkeley.
